Plans have been submitted to transform a former residential care home in Leamington Spa into an eye surgery clinic for Warwick Eye Surgeons.

Plans to repurpose the vacant property at 28 Warwick New Road were initially submitted in late January 2025.

The planning documents state that the development would involve "internal refurbishment and external modifications to provide clinical services, inclusive accessibility and mechanical services to support the facility."

The most up-to-date Design Access statement states that the internal changes and new layout would involve bricking up some existing windows and doors and adding new ones to match the updated design. 

A new ramp would also be built outside to make the entrance accessible for wheelchair users.

These external changes would mainly be on the side and back of the building and wouldn't affect the look of the street much. 

Outside, car parking is planned to be added at the front and back, with a drop-off area at the front and at the back, the old garage would be demolished and replaced with a sealed plant room, screened plant areas, and a small waste area.

The design also includes several enhancements to improve inclusive access. 

These feature a new compliant external ramp, a ground-floor accessible WC, and a reception desk with a lowered section for wheelchair users.

Additionally, a designated accessible parking bay has been provided, along with a dropped kerb and level access to further facilitate easy and equal access for all visitors.

Originally planned as a multi-speciality centre with a laminar flow theatre, the facility's design was later revised to focus solely on eye surgery by a single specialist. 

The layout was simplified to enhance patient flow, operational efficiency, and ensure compliance with planning and parking requirements."

The revised room allocation now includes: a consulting room, for patient consultations, a procedure room, specifically designed for carrying out minor eye surgery procedures, office spaces which will function as administrative offices and patient record management centress and a consent room, designated for obtaining and documenting informed patient consent in a confidential environment.

There would also be additional support areas, which include "spaces for pre-operative assessments, a small recovery or observation area, and essential storage, all designed to support the primary eye surgery service."

In terms of parking and traffic management, the planning application documents state: "A sophisticated digital scheduling and real-time parking management system will be implemented to optimise the use of the five available spaces.

"Clear, well-marked internal routes for both patient and staff movement will be established, ensuring that vehicular and pedestrian traffic is segregated. 

"This reduces the likelihood of erratic traffic patterns spilling over into public areas."

The application was validated on 3 June 2025.
