A Leamington care home is being placed under special measures after a recent Care Quality Commission (CQC) inspection discovered the home was providing "inadequate" care and required "significant improvements."

Burgess Care, located on Fosse Way in Leamington, is a residential care home providing support to younger adults and older people who live with learning disabilities or autistic spectrum disorders.

Inspections at the home took place in July 2026 and were prompted by an incident which saw an individual using the service admitted to hospital.

According to the CQC report, the incident is currently being further investigated, so the inspection did not examine the circumstances around the hospital visit.

However, the information shared with CQC about the incident suggested potential concerns about the management of risks around bowel management.

This inspection examined those risks.

The care home was further assessed for the service against 'Right support, right care, right culture' guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The report states that inspectors found "the provider had not ensured people's experience met these standards."

According to the report: "The provider did not promote a positive learning culture and relatives did not always feel listened to when they raised concerns.

"Managers had not ensured staff followed the provider's systems and processes, resulting in missed opportunities to learn from incidents, safeguarding concerns and feedback.

"As a result, risks to people were not always recognised, monitored or acted upon in a timely way."

The care home is run and managed by care service provider Lifeways.

In response to the report, a Lifeways spokesperson said: "The wellbeing, dignity and safety of the people who live at Burgess Care are our highest priorities and we take all regulatory feedback seriously.

"Whilst this latest CQC assessment identified areas requiring further improvement, it is important to note that many of the matters highlighted were already being addressed by Lifeways, before the inspection in July

"Burgess Care has already benefitted from £700k of capital investment, with a further £700k of refurbishment underway; this includes major improvements to its water infrastructure and electrical systems, roof replacement works, bathroom refurbishments and wider environmental enhancements. Many of these projects had either been completed or were actively underway at the time of the assessment. The assessment therefore took place during a period of extensive remediation and improvement activity across the service.

"We remain firmly committed to Burgess Care, the people who live there and their families. We welcome CQC's return to reinspect when the scheduled works are completed and people are enjoying their newly renovated home".

The report further highlighted concerns regarding the site's facilities and equipment, with parts of the home "not clean, well maintained or safe."

Further widespread failures in leadership, oversight and governance were outlined in the report, with the provider ineffective in identifying and addressing environmental risks, poor practice and inconsistencies in how risks to people were monitored and managed.

People were also exposed to "avoidable risks and did not consistently receive care and support which reflected the principles of Right Support, Right Care, Right Culture."

While being given an inadequate rating overall, Burgess Care did receive a 'good' rating under the effective, caring and responsive categories.

In light of the findings, the care home is being placed in special measures to "ensure that services providing inadequate care make significant improvements."

Special measures provide a framework within which is used to use enforce CQC powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
