Plans have been submitted for two semi-detached houses in Whitnash, despite the scheme having been refused earlier this year.

The application, submitted by GSK Development Solutions Limited, regards Montgomery Road in Whitnash and proposes the development of two new homes.

The plans also request four car spaces and four cycle storage spaces, together with associated landscaping and access works.

The original application was refused by Warwick District Council after councillors ruled that the scheme failed to meet the authority's Net Zero Carbon Development Plan Document (DPD), which requires all new homes to operate at net zero carbon.

In the decision letter, WDC said: "The necessary information to demonstrate how the proposed development would satisfy the relevant requirements of the Net Zero Carbon Development Plan Document (DPD) has not been provided.

"The application therefore, fails to accord with the DPD."

Highways officers also warned that changes to the site access would leave vehicles overhanging by around one metre, reducing manoeuvring space and forcing some residents to park unsafely on the highway.

WDC concluded: "Given the reduction in manoeuvrability on the continued use of an important element of off-street parking, it would result in neighbouring residents parking unsafely within the highway."

In the revised application, the developer has attempted to address these concerns.

A tree and hedgerow protection scheme has been recommended as a condition of approval, ensuring the safeguarding of existing greenery.

Highways officers have also noted that the updated design appears to lessen the impact on neighbouring parking.

Vehicle tracking evidence has been asked to be included in the plans before the scheme can be approved.

A decision will depend on whether the applicant can demonstrate compliance with the council's net-zero carbon policy and provide evidence that the development will not compromise highway safety or existing parking arrangements.
