Leamington care home conversion into flats approved despite neighbourhood concerns

A Leamington care home is set to go a major development which will see it transformed into residential flats, despite concerns from nearby residents.
Adelaide House, namely located on Adelaide Road in the town, is currently a 23-bed care home.
Plans submitted by Hamble Sail Limited, have now been granted for the former care home to be turned into 10 self-contained residential flats.
Despite being approved, the plans were also met with several objections.
One local resident of 15 years stated that the "narrow shared driveway" between their property and that of the development site, has only ever been used occasionally by tradespeople or emergency vehicles due to its limited width and difficult access.
They argued that increased vehicle movements would harm the quiet enjoyment of their home through noise, disturbance, and potential damage to boundary walls, while also reducing security by requiring the removal of locked gates.
Another commenter shared they supported the change of the site to the use to residential flats. However, they highlighted concerns to the proposed conversion of the former care home garden into a car parking area, which they said directly backs onto their property on Archery Road.
They stated: "While residential redevelopment is supported in principle, the detailed design and layout of the parking area cause unacceptable planning harm and fail to comply with national and local policy."
Royal Leamington Spa Town Council made comments neither objecting to or supporting the application.
According to the application, no changes to the front of the building and its external appearance are planned.

Adelaide House also has a Conservation Area status meaning the proposals will be subject to heritage considerations.
Although the plans have been granted approval, the decision letter states several conditions.
One of these is that " the development is hereby permitted shall not be occupied unless and until a scheme showing how a water efficiency standard of 110 litres per person per day based on an assumed occupancy rate of 2.4 people per household (or higher where appropriate)..."
To ensure the "satisfactory provision of refuse and recycling storage facilities" conditions also state the need for appropriate refuse containers and cycling storage areas that are available for use by the occupants of the development.
