Development of 15 specialised supported housing apartments approved in Leamington

The construction of a residential building comprising 15 specialised supported housing apartments in Leamington Spa has been given the green light.

The development, located at the former Sovereign House on Queensway, was approved on 15 May 2025.

A similar application was previously approved, with this latest application updating the designs.

The planning application states: "The proposed plans encompass 15 self-contained apartments distributed across three floors, with a single central circulation core that houses the elevator.

"On the ground floor, there is a staff office integrated into the central core, with staff restrooms on the first floor."

The site is located opposite Kingsway Community Primary School, approximately one kilometre southwest of Leamington Spa's centre, and boasts excellent transport links and local amenities.

With direct access from Queensway — connecting the A452 and B4087 — it offers "convenient routes into town", as well as access to the M40 via Heathcote Lane.

The location is also within reach of Shires Retail Park, Leamington Shopping Park and Leamington High Street.

Among the conditions of the planning permission is the approval of a Construction Management Plan, aimed at reducing the impact on the nearby care home. 

This includes measures to control noise, dust, vibration, and lighting.

Additionally, a site model and remediation strategy must be submitted and approved to ensure the protection of health, safety, and the environment.

A Biodiversity Gain Plan must also be approved before any development begins.

Before the property can be occupied, at least one electric vehicle recharging point must be installed for every 10 parking spaces. 

These charging points must be maintained as approved and cannot be removed or altered unless they are upgraded, to mitigate air quality impacts associated with the development.

Further conditions include the requirement for the submission and approval of a Green Travel Plan to encourage alternative modes of transport. 

There must also be a scheme in place to provide adequate water supplies and fire hydrants necessary for firefighting purposes at the site.

A verification report for the installed surface water drainage system is required, along with a detailed, site-specific maintenance plan for that system.

The development cannot be occupied until a Nomination Scheme is approved, outlining the eligibility criteria for future occupants.

To reduce noise pollution, the project must also comply with the approved Noise Mitigation Scheme to protect residents in the surrounding area.

The developers concluded: "We consider that the proposed amendments to the previously approved scheme, to enable the delivery of 15 specialised supported housing apartments, responds positively to the site context, represents an improvement over the extant permission in terms of massing, and will meet the requirements of the proposed end user."
