Developer wins appeal to extend Leamington apartments after council refused permission

Following an appeal, plans for seven apartments and two offices in Leamington have been given the go ahead.
The plans for a three-storey extension at 54 Kenilworth Road were originally refused by Warwick District Council but have now been given the green light by a planning inspector.
The scheme will see some internal changes to the building, along with a lift, new car park layout with cycle and waste storage buildings.
As stated in the planning application, the intention behind the development is to "provide above-standard accommodation, within a secluded urban environment, by expanding the footprint of an existing dwelling".

Plans also stated the extension will be "in keeping with the surrounding built-form of the conservation area" and "thus embedding the development into the receiving environment".
The plans were refused by the council in June 2025.
However, after an appeal, they were granted approval at the end of March this year.
The council initially refused the plans citing concerns "that the existing amenity for neighbouring properties, principally No.56, would be adversely impacted by the proposed extension".
The development plans were also deemed "unneighbourly" as they would cause a " tunnelling effect along No.56 southern boundary, resulting in an overbearing impact and loss of light to its rear facing windows."

An appeal was made on the grounds that the development would not cause enough harm to the conservation area or neighbouring properties to justify blocking the development.
Accepting the appeal, a planning inspector wrote: "Overall I conclude that the proposed development would not harm the character or appearance of the existing dwelling or the surrounding area and would preserve the character and appearance of the Royal Leamington Spa Conservation Area."
